National Unity Government and People's Defense Forces build new public administration and military command structure while fighting progresses

In Kachin State, while the battle of Longja Mountain still rages, Kachin forces attacked a junta/Pyu Saw Htee camp at Inengkont village in Waingmaw township yesterday; results aren’t reported yet. (People's Spring) A junta-linked gang is extorting 300,000 to 400,000 kyats each from boats on local rivers in Tanai township, mirroring bandit behavior of junta police and troops at land checkpoints. In Arakan State, junta shelling killed 3 members of a family last night in their beds, including a child, in Pisi village of Kyauktaw township. (Mizzima) The Burma army historically targets civilian communities.
In Doo Tha Htoo District of Kawthoolei (Bilin township on Burmese maps), an unnamed armed group opened fire on a junta road toll gate yesterday; policemen’s wives and children fled from Bilin town with their belongings, apparently fearing that the town is no longer safe from Karen attacks. In Beit-Tavoy District of Kawthoolei (Tanintharyi Region on Burmese maps), a junta administrator was assassinated yesterday in Kawthaung township. (Khit Thit Media)
In Karenni area, junta troops invading Saungkan village of Pekhon township have been opposed by Karenni defense forces in an ongoing battle since Oct. 26. The Karenni report many junta casualties without being able to give a number, while 2 Karenni soldiers have been killed and 10 wounded. Junta army desertions------------------
Two junta soldiers have reached safety after defecting to Karen army Brigade 5 in Mutraw District of Kawthoolei (Hpapun township on Burmese maps) on Oct. 18 with full weapons. They each received a 2 million kyat bonus. (Kawthoolei Today)
In a related issue, the junta air force officer who was demoted for having affairs with female staff, appointed as his replacement a relatively unqualified officer who is famous for becoming a millionaire through illicit private sales of embezzled air force aviation fuel. The position in question is head of the squadron of the new Russian SU-30 fighter jets. (Khit Thit Media) It means the air force is a mess of corruption, and the officers are unlikely to defect for ethical reasons, and might only leave if it gets too dangerous or if the gravy train of illicit wealth ends.
Junta scorched earth village terrorism campaign---------------
Junta troops and Pyu Saw Htee terrorists continued burning villages in Kantbalu township of Sagaing Region yesterday, having begun on Oct. 22. They burned 160 homes in Inlegyi village. Meanwhile in Khin Oo township about 10,000 refugees from this kind of regime violence are in need of blankets and clothing for the cool season. (People's Spring)
Forty junta/Pyu Saw Htee terrorists attacked Letkotpin village today in Myaing township, Magway Region, where they torched people’s homes. Residents fled as refugees. Nearby villages in Pauk township are bracing for the terror group to move on to other villages. (Myaelatt Athan)
People’s Defense Forces (PDFs)-----------------
In Sagaing Region, a PDF blew up a junta mine-clearing crew of 7 troops yesterday at the Kalay Technical University, killing 3 of them and wounding the others. The university is used by the junta as a camp. Also, a PDF bombed a police station in Kalay township yesterday, wounding 3 officers, and a convoy leaving Kalay town was bombed. In Salingyi township today, a PDF bombed a junta checkpoint at a village entrance, killing 2 troops and wounding 1. (Khit Thit Media) In Myinmu township, a PDF drone-bombed a junta/Pyu Saw Htee camp at Htichaung this morning, killing 2 troops and wounding 6. (Myaelatt Athan)
In Mandalay Region, a PDF attacked a junta police barracks at Nwe Yone village of Sangu township yesterday on the Mandalay-Mogok highway. Fighting went on all afternoon, and the junta sent a helicopter to fire at the PDF. At least 2 troops were killed, including an officer. (People's Spring, Myaelatt Athan)
Urban warfare------------------
In Yangon, 4 urban guerrillas were captured by the illegal regime 2 days ago, making it necessary for the group’s other members to seek safety in a liberated area, but they give assurance that they will continue fighting. The 4 who were abducted will likely be tortured for information and then killed. (People's Spring)
Another urban PDF bombed a junta admin office yesterday in South Okalappa township with a grenade; casualties aren’t known. (Khit Thit Media) Urban guerrillas bombed an illegal gambling den last night in North Okalappa that feeds funds to the junta. (Mizzima)
In Mandalay, an urban PDF bombed 3 junta patrol vehicles in Aungmyethasan township this morning. One vehicle was damaged, and there were casualties among the 30 troops, including at least 10 police/troops wounded. (The Irrawaddy) Also in Mandalay this morning, a bomb was fired at a police station in Chanmyathasi township, killing 2 police and wounding several. (Mizzima)
In Monywa city, a PDF fired 40mm locally-manufactured mortars into a police bunker in the city’s industrial zone yesterday, killing 3 junta police. (Mizzima)
Civil Disobedience Movement (CDM)-------------------
In an Oct. 30 meeting, the People’s Revolutionary Alliance PDF in Magway Region agreed to come under the authority of the National Unity Government for the purposes of civilian administration and public military defense. The PRA will adhere to NUG norms such as the codes of ethics and conduct, will accept NUG coordination of services such as health and education, and will submit its military to the NUG unified command. A similar agreement was also reached lately with the Burmese People’s Liberation Army militia. Such steps are important in building the legitimacy of the Revolutionary administration as the alternative to the illegal military regime. (Than Lwin Khet News)
The junta’s war on the health sector continued yesterday with the capture of 8 health professionals, including doctors, nurses, and a midwife. Their crime is providing care to PDF members, and their capture resulted from the capture of a medical supply truck 3 days ago. The terrorists were able to identify the other members of the health network from the truck’s driver and another assistant. (Chindwin News Agency)
Meanwhile the National Unity Government has blacklisted government health administration staff who collaborate with the junta, as participating in the persecution of health workers who act on their conscience. Collaborationist staff members will not continue in their positions after the coup is ended. (People's Spring)
